Taking the top spot is Tootles & French in New York City. Meanwhile, Los Angeles-based Norikaya earned the No. 6 spot on the list. The upscale Japanese restaurant is known for its traditional dishes served with a modern twist, including temaki, sashimi, and seasonal tasting menus.
